Surface Transportation Earmark Rescission, Savings, and Accountability Act of 2011 - Rescinds unobligated balances for: (1) specified transportation projects designated prior to 1998, and (2) specified high priority project authorizations under the Transportation Equity Act for the 21st Century (TEA-21) in which less than 10% authorized for such projects has been obligated.

Rescinds a specified amount of authorizations for FY2005-FY2009 for certain undesignated high priority highway projects under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).
