Waco Mammoth National Monument Establishment Act of 2009 - Establishes in Texas, as a unit of the National Park System, the Waco Mammoth National Monument.

Authorizes the construction of essential administrative or visitor use facilities on non-federal land within the boundary of the Monument.

Requires the Secretary of the Interior, in consultation with Baylor University and the city of Waco, to complete a general management plan for the Monument.
