Open America's Waters Act - Directs the Commandant of the United States Coast Guard to issue regulations to: (1) repeal certain (Jones Act) restrictions on the issuance of a coastwise endorsement for a vessel to engage in the coastwise trade; and (2) require a vessel permitted to engage in the coastwise trade to meet appropriate safety and security requirements.
