Small Business Environmental Stewardship Assistance Act of 2010 - Amends the Small Business Act to reauthorize for FY2011-FY2015 the national small business tree planting program (planting trees on land owned or controlled by state or local governments).

Allows up to 20% of program funds to be used for administrative costs.

Requires the Administrator of the Small Business Administration (SBA) to report annually to the President and Congress on program activities.
