Distracted Flying Act - Directs the Secretary of Transportation to initiate a rulemaking for regulations prohibiting, except for operational, emergency safety-related, or employment- related communications, commercial flight crew members from using personal wireless communications devices or laptop computers while on duty on the flight deck of an aircraft that is in operation.

Subjects persons to certain penalties for violations of the requirements of this Act.
