Fair Sentencing Clarification Act of 2010 - Provides for the retroactive application of the penalty amendments of the Fair Sentencing Act of 2010 to cocaine base offenses committed prior to the enactment of such Act. Authorizes a court to reduce the term of imprisonment consistent with the amendments made by such Act for a person convicted of the crime of possession of a substance which contains cocaine base committed before August 3, 2010.
