Small Business Clean Energy Financing Act of 2010 - Directs the Administrator of the Small Business Administration (SBA) to establish a program to guarantee loans of small businesses that manufacture a clean energy technology in the United States.
Requires the Administrator, to the extent practicable, to carry out the program in a manner similar to the SBA 7(a) general business loan program.
