Revises requirements for the equity bonus program for specified federal-aid highway programs for FY2010-FY2015 with respect to any state with an unemployment rate equal to or exceeding 12% at any time during FY2009.

Increases from 92% to 105% the percentage for such a state of the total fiscal year apportionments for the programs.
