Homeland Security Partners Preservation Act of 2008 - Amends the Homeland Security Act of 2002 to prohibit the Administrator of the Federal Emergency Management Agency (FEMA) from requiring the recipient of a grant under the Homeland Security Grant Program or the Urban Area Security Initiative to provide a matching contribution as a condition of the grant.
