Amends the Clean Air Act to require the applicable volume of ethanol derived from corn starch in renewable fuel for the years 2006 through 2022 to not exceed nine billion gallons.

Requires the renewable fuel regulations to impose penalties for failures to comply with advanced biofuel, cellulosic biofuel, and biomass-based diesel standards.
