Requires the Secretary to establish an Advisory Board to provide advice on: (1) the impact of global warming and strategies and mechanisms to mitigate the impact on the ocean and coastal communities; (2) priorities for research or information collection; and (3) priority needs for achieving systematic improvements in ocean and coastal resiliency.

Requires the Secretary to make grants for protecting, maintaining, or restoring the resilience and health of coastal, ocean, and Great Lakes ecosystems and resources.
