Guantanamo Bay Detention Facility Closure Act of 2007 - Directs the President to close the Department of Defense (DOD) detention facility at Guantanamo Bay, Cuba.

Prohibits (with exceptions) the use of funds appropriated for FY2007 or FY2008 for such facility or for the detention at such facility of any foreign national who was detained there on or after March 31, 2007.
