Amends the federal criminal code to impose a fine and/or prison term for up to six months for knowingly: (1) transferring for money or property a ticket to a presidential inaugural ceremony; (2) falsely making, forging, counterfeiting, or altering such a ticket, with intent to defraud; or (3) entering or attempting to enter a presidential inaugural ceremony with a forget ticket, with intent to defraud.
