Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish a program of grants to state and local governments to assist eligible small businesses to build their capacities and access to contracting opportunities in the construction industry.

Makes eligible for such assistance those small businesses owned and controlled by: (1) women; and (2) socially and economically disadvantaged individuals.
