Citizen's Accessibility Election Act - Amends the Revised Statutes with respect to the time of a federal election to establish the first Saturday and Sunday after the first Friday in November, in every even numbered year, as the days for the election.

Establishes the polling place hours in the continental United States for federal elections as the six-hour period beginning with noon Eastern time.
