Directs the Secretary of Veterans Affairs, subject to the availability of appropriated funds, to conduct a longitudinal study of each group of individuals who began participating in a veterans' vocational rehabilitation program during FY2009, FY2011, and FY2014.

Requires the Secretary: (1) to study each group over at least a 20-year period; and (2) to report to the congressional veterans' committees during each year covered by the study.
