Vote by Mail Act of 2007 - Directs the Election Assistance Commission to establish a Vote by Mail program of grants to participating states solely for implementation of procedures for the conduct of all elections by mail at the state or local level.

Directs the Comptroller General to evaluate and report to Congress on the benefits of broader implementation of mail-in voting in elections.
