Amends the Congressional Accountability Act of 1995 to apply whistleblower rights and protections to legislative branch employees, including those of the Government Accountability Office or the Library of Congress.

Prescribes for violation of this Act the same remedy as would be appropriate if awarded with respect to a prohibited federal personnel practice in the executive branch.
