Data Theft Prevention Act of 2006 - Amends the federal criminal code to prohibit: (1) the unauthorized viewing, use, downloading, or removal of any means of identification or individually identifiable health information contained in a federal database or the transfer of such information to another database; and (2) the use of such information to violate federal or state criminal law.
