Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President, in a major disaster, to utilize federal equipment, supplies, facilities, personnel, and other non-monetary resources to assist a qualified utility company (a private, for-profit entity that provides essential service and is contributing to efforts to recover from the effects of a major disaster), in exchange for reasonable compensation. Directs the President to establish a mechanism to set reasonable compensation for the provision of such assistance.
