National Homeland Security Academy Act of 2005 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish within the Department of Homeland Security (DHS) a National Homeland Security Academy consisting of: (1) a National Homeland Security Education and Strategy Center to provide fundamental instruction and develop a homeland security curriculum; (2) a communications network capable of delivering distance learning opportunities; (3) the programs of the Office of State and Local Government Coordination and Preparedness' Center for Homeland Defense and Security; and (4) a National Homeland Security Education Network composed of representatives from all of the academies and training centers within DHS jurisdiction..

Directs the Secretary to appoint a State and Local Education and Training Coordinator in the Office of State and Local Government Coordination and Preparedness to serve as the primary point of contact between federal, state, and local training facilities, the Academy, and the Office of State and Local Government Coordination and Preparedness.
