Military Installation and Community Lease-Purchase Expansion Act of 2005 - Authorizes the Secretary of the military department concerned to enter into agreements for the lease-purchase of various facilities owned by the military departments with any eligible entity, including a private person, corporation, firm, partnership, company, or state or local government. (Currently, only private contractors are eligible to enter into such agreements.)
