Amends the Second Emergency Supplemental Appropriations Act to Meet Immediate Needs Arising From the Consequences of Hurricane Katrina, 2005 to repeal requirements concerning the use of the emergency procurement authority under the Office of Federal Procurement Policy Act and the increased micropurchase threshold with respect to procurements of property or services by executive agencies for use in support of Hurricane Katrina rescue and relief operations.
