Special Inspector General for Relief and Reconstruction Act of 2005 - Amends the Emergency Supplemental Appropriations Act for Defense and for the Reconstruction of Iraq and Afghanistan to redesignate the Office of the Special Inspector General for Iraq Reconstruction as the Office of the Special Inspector General for Relief and Reconstruction. Makes it the duty of the new Inspector General to conduct and coordinate audits and investigations of the treatment, handling, and expenditure of amounts appropriated or otherwise made available for Hurricane Katrina recovery by the federal government, and of the programs, operations, and contracts carried out utilizing such funds.

Directs the Inspector General to report directly to, and be under the general supervision of, the Director of the Office of Management and Budget and the Secretary of Homeland Security with respect to activities relating to Hurricane Katrina recovery activities.

Requires the Inspector General to appoint one or more Assistant Inspectors General for Auditing responsible for supervising the performance of auditing activities relating to programs and operations supported by the Iraq Relief and Reconstruction Fund and those relating to Hurricane Katrina recovery activities. Requires the Inspector General to appoint one or more Assistant Inspectors General for Investigations responsible for supervising the performance of investigative activities relating to such programs and operations.

Revises reporting requirements.

Authorizes appropriations for FY2006.
