Directs the Secretary of Veterans Affairs to furnish necessary hospital care and medical services to each priority 8 veteran (low-priority, middle income veterans) affected by Hurricane Katrina as if such veteran was enrolled in the Department of Veterans Affairs annual patient enrollment system and was eligible for such care under certain higher priority standards. Prohibits the collection of copayments from such veterans for such care (including for medications).
