Reiterates support for democracy in Nepal.

Recognizes that the full participation of the people of Nepal will be required to hold elections for a constituent assembly and draft a new constitution.

Welcomes agreements between the government of Nepal and the Communist Party of Nepal-Maoist that commit both sides to a free, multi-party political process.

Expresses the sense of the House of Representatives that the Government of Nepal should: (1) continue its role in developing a new democracy; (2) hold a free election for a constituent assembly; (3) take steps to restore order; and (4) implement the will of the people of Nepal.

Expresses the sense of the House of Representatives that the Maoists must: (1) lay down their weapons and permanently give up political violence; and (2) implement their commitments to the government and people of Nepal, including respect for human rights, civil liberties, and the rule of law, and the dismantling of parallel governance structures.
