Accountable Budgeting Commission Act of 2006 - Establishes the Accountable Budgeting Commission to review, evaluate, and make recommendations respecting the budget concepts that underlie the federal budget and its process.

Prohibits the Commission from making findings, conclusions, or recommendations with respect to Social Security, Medicare, or government-sponsored enterprises (GSEs).
