Emergency Preparedness and Response for Individuals with Disabilities Act of 2006 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to appoint a Disability Coordinator to ensure that the needs of individuals with disabilities are properly addressed in emergency preparedness and disaster relief efforts in the event of a major disaster.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to: (1) temporary housing for use by individuals with disabilities; and (2) the right of individuals with disabilities to live independently.

Provides for increased accessibility for such individuals of replacement housing built with federal funds following major disasters.
