Directs the Architect of the Capitol to enter into an agreement to obtain a statue of Rosa Parks and to place the statue in the Capitol in a suitable permanent location in National Statuary Hall.
Prohibits a statue of any individual from being placed in National Statuary Hall until after the expiration of the 10-year period which begins on the date of the individual's death.
Exempts a statue: (1) obtained and placed in National Statuary Hall under this Act; or (2) provided and furnished by a state under the Revised Statutes of the United States or its replacement provided under the Legislative Branch Appropriations Act, 2001.
Authorizes appropriations.
