Requiring the President to notify Congress if the President makes a determination to ignore a duly enacted provision of law, establishing expedited procedures for the consideration of legislation in the House of Representatives in response to such a determination, and for other purposes.
Requires the President to report to: (1) Congress on his determination (as indicated in a statement made at the time of enactment or otherwise) to ignore a provision of any duly enacted law, including his reasons for making such determination; and (2) the congressional intelligence committees if that determination is based upon classified material.
Directs the President to do the same regarding such a determination for each law enacted before enactment of this Act for the 107th through the 109th Congresses.
Prescribes expedited procedures in the House of Representatives for legislation in response to such determinations.
Requires the General Counsel of the House, at the request of a Member of the House, to prepare a report describing legal actions which may be brought to challenge the President's refusal to carry out any duly enacted provision of law.
Referred to the Committee on the Judiciary, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
