Fishery and Aquaculture Oil Spill Assistance Act - Amends the Oil Pollution Act of 1990 to: (1) direct the President to establish a loan program to assist parties injured by an oil spill (fishermen or aquaculture producers to whom a responsible party has failed to provide an interim payment) in meeting financial obligations during the claims procedure; and (2) allow the Oil Spill Liability Trust Fund to be used to make such loans. Specifies the terms and conditions of such loans.

Directs the Secretary of Commerce to submit to Congress a study that contains: (1) an assessment of the effectiveness of the claims procedures and emergency response programs under the Oil Pollution Act of 1990 with respect to fishermen and aquaculture producers; and (2) recommendations to improve those procedures and programs.
