Homeland Security Interagency and Interjurisdictional Information Sharing Act of 2004 - Directs the Secretary of Homeland Security to establish a Homeland Security Information Sharing Network to: (1) foster the sharing of homeland security information; and (2) provide for the analysis of such information.

Amends the Homeland Security Information Act of 2002 to direct the Secretary to establish the Homeland Security Information Coordinating Council to: (1) develop, monitor, and update procedures and protocols for information sharing; (2) establish a dispute resolution process; (3) review issues related to information sharing; (4) promote technology compatibility and accessibility; and (5) ensure coordination in information sharing.

Directs the Secretary to: (1) prepare an annual performance plan; (2) prepare and submit to Congress an annual report; and (3) incorporate measures in the performance plan into the Department of Homeland Security's performance appraisal system. Authorizes awards and time off for employees who develop and implement innovative policies, practices, or technologies to foster appropriate information sharing that achieve measurable results.

Establishes the Office of Information Sharing within the Office for State and Local Government Coordination and Preparedness, headed by a Director of Information Sharing, to: (1) foster information sharing and the development of interoperable communications systems; (2) provide technical assistance; and (3) provide research, development, testing, and evaluation for public safety communications technologies and equipment.

Directs the Secretary: (1) through the Director, to conduct a nationwide assessment of communications interoperability; and (2) through the Office, to make grants to States and local governments to achieve interoperability.
