Arctic Research and Policy Amendments Act of 2004 - Amends the Arctic Research and Policy Act of 1984 to authorize the Arctic Research Commission to make a cash award to any person in recognition of excellence in, or for outstanding support of, Arctic research. Makes individuals who have been Commission members ineligible to receive such awards.

Allows the Executive Director to: (1) make grants to persons to conduct research concerning the Arctic; and (2) make funds available to the National Science Foundation (NSF) or to other Federal agencies for the conduct of such research.
