Amends the Cooperative Forestry Assistance Act of 1978 to establish in the Forest Service the Suburban and Community Forestry and Open Space Program, which shall provide cost-share grants to preserve private forest land and contain suburban sprawl.

Directs the Secretary of Agriculture to authorize a requesting State to permit a qualifying organization to acquire one or more conservation easements to carry out the Forest Legacy Program in such State.
