Commission to Establish a National Museum of the American Latino Act of 2004 - Establishes the Commission to Establish a National Museum of the American Latino.
Directs the Commission to: (1) report to the President and Congress with recommendations on a plan of action to establish and maintain, in Washington, DC, the National Museum of the American Latino within the Smithsonian Institution; (2) develop a fundraising plan, examine specified issues, and make legislative recommendations; and (3) convene a national conference on the Museum.
Directs the Secretary of the Interior to provide administrative support services and facilities necessary for performance of Commission functions.
