Identification Security Act of 2004 - Amends the Immigration and Nationality Act to render evidence of an alien's possession of a consular identification card while physically present in the United States prima facie evidence of deportability in the context of removal proceedings. Places the burden of proof on the alien to establish by clear and convincing evidence that he or she is not deportable on any of the grounds charged.

Imposes a ten-year bar to admission on aliens unlawfully present in the United States who present a consular identification card to satisfy identification-related requirements of Federal law.
