American 5-Cent Coin Design Continuity Act of 2003 - Authorizes the Secretary of the Treasury to change the design on the obverse and reverse sides of five-cent coins issued in 2003, 2004, and 2005, in recognition of the bicentennial of the Louisiana Purchase and the expedition of Meriwether Lewis and William Clark..
Prescribes design specifications should the Secretary elect to change the obverse and reverse sides of the coins.
Amends Federal law to require any five-cent coin issued after December 31, 2005, to bear an image of Thomas Jefferson on its obverse side, and an image of Jefferson's home at Monticello on its reverse side.
Establishes the Coin Design Advisory Committee to advise the Secretary on coin themes and designs.
