Kosovar-American Enterprise Fund Act of 2003 - Amends the Foreign Assistance Act of 1961 to authorize the President to designate one private, nonprofit organization (to be known as the Kosovar-American Enterprise Fund) as eligible to receive grant funds from the Administrator of the U.S. Agency for International Development for the development of small- and medium-sized businesses in Kosovo.
