Repeals the four-year terms for the following positions in the Department of Veterans Affairs: (1) Under Secretary for Health; (2) Under Secretary for Benefits; and (3) specified officials within the Office of the Under Secretary for Health.

Requires the directors of the principal geographic service areas of the Department to be appointed by the Secretary of Veterans Affairs. Requires: (1) the Secretary to communicate the reasons for removing any director to the Senate and House Veterans' Affairs Committees; and (2) reassignment to a former position of an employee removed as a director for reasons other than cause, if the employee relinquished the former position to accept the director position.
