 Plain-English summary Congressional Research Service
Health Information Technology and Quality Improvement Act of 2001 - Directs the Secretary of Health and Human Services, through the Administrator of the Health Care Financing Administration, to establish a health information technology grant program for: (1) hospitals; and (2) skilled nursing facilities and home health agencies. Directs the Agency for Healthcare Research and Quality to conduct related studies.

Amends the Social Security Act to direct the Secretary to establish a methodology for reimbursing hospitals for information technology system capital costs.

Directs the Secretary to establish the Home Health Advisory Board, which shall advise the Secretary with respect to, and develop standards for, health care data systems and information technology.
