Arsenic Standard Reinstatement Act - Requires the final rule promulgated by the Administrator of the Environmental Protection Agency entitled "Arsenic and Clarifications to Compliance and New Source Contaminants Monitoring" to have full force and effect.

Provides that the maximum contaminant level for arsenic in drinking water of .01 milligrams per liter established by such rule shall not be subject to revision, except by Act of Congress.
