Directs the Federal Energy Regulatory Commission, upon licensee request, to extend for three consecutive two-year periods the time period during which the licensee is required to commence construction of a specified hydroelectric project in the State of Oregon.

Provides for license reinstatement if the period required for commencement of project construction has expired before the date of enactment of this Act.
