Title I: Vietnam Veterans Memorial Education Center - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct an education center at or near the Vietnam Veterans Memorial site to inform and educate the public about the Memorial. Requires the center to be operated and maintained by the Secretary of the Interior.

Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Title II: Commemorative Works Act Amendments - Commemorative Works Clarification and Revision Act of 2002 - Amends the Commemorative Works Act to prohibit the location of any commemorative work (work) within the Reserve (a cross-axis area of the Mall in the District of Columbia from the U.S. Capitol to the Lincoln Memorial, and from the White House to the Jefferson Memorial).

Requires the sponsor authorized to construct a work in the District to donate ten percent of its total estimated construction costs to offset the costs of perpetual maintenance and preservation of the work. Makes such provision inapplicable to a work of a Federal department or agency when less than 50 percent of its funding is provided by private sources.

Revises conditions which must be met in order to extend the legislative authority for a work in the District beyond its normal seven-year limit.

Prohibits a work primarily designed as a museum from being located on lands under the jurisdiction of the Secretary in Area 1 or in East Potomac Park. Authorizes the National Capital Planning Commission and the Commission on Fine Arts to develop site and design criteria to ensure that the design of a work meets specified compatibility requirements.

Requires the Secretary to report to specified congressional committees concerning the relocation of stable, maintenance, and concession facilities within the Reserve, as well as limitations on the sale or distribution of permitted merchandise.
