Plain-English summary
Buffalo Soldier Commemoration Act of 2002 - (Sec. 4) Authorizes the American Battle Monuments Commission to establish a memorial to honor the Buffalo Soldiers (African-American soldiers).
(Sec. 5) Establishes in the Treasury a fund to be used by the Commission to pay the expenses incurred in establishing such memorial.
(Sec. 6) Authorizes the head of any agency to provide to the Louisiana State Museum appropriate military artifacts to memorialize, and educate the public regarding, the contributions of the Buffalo Soldiers.
(Sec. 7) Authorizes appropriations.
