Pacific Salmon Recovery Act
Requires eligible States to submit a Salmon Conservation and Salmon Habitat Restoration Plan and eligible tribal governments to enter into memoranda of understanding with the Secretary regarding use of such assistance. Requires such plans and memoranda to be revised to reflect when any salmon species may be or is listed as endangered or threatened.
Requires projects funded within the Columbia River Basin to be consistent with the Northwest Power Planning Council's Columbia River Basin Fish and Wildlife Program.
Requires funds allocated to an eligible State to be: (1) used only within its borders; and (2) matched by 25 percent nonfederal funds.
Requires the Secretary to prescribe requirements for expedited peer review of science-based activities in the spending plans.
Directs States and eligible tribal governments to provide for public participation in the use of such assistance.
