Veterans' Memorial Preservation and Recognition Act of 2001 - Establishes a Veterans' Memorial Restoration Fund from which funds shall be available to the Secretary of Veterans Affairs to repair, restore, and maintain veterans' memorials.

Prescribes criminal and civil penalties for desecrating veterans' memorials.

States that a veterans cemetery shall be treated as a site for which a supplemental guide sign may be placed on any Federal-aid highway.
