Plain-English summary
Directs the Secretary of the Navy to report semiannually to Congress on changes in the budget and staffing of each Navy installation that occur as a result of the Navy regionalization program. Requires the Secretary to: (1) notify the congressional defense committees 30 days in advance of any modification of the budget, staffing, or functional area of responsibility of an installation by reason of such program; and (2) report on each Navy installation affected by the program.
Expresses the sense of Congress that the Secretary should ensure that: (1) the allocation of funds and staff within each region of the program is distributed equally among the various installations in that region; and (2) no single installation becomes the focal point for funding or staffing.
