Amends the Agriculture and Food Act of 1981 to revise the resource conservation and development program, including: (1) provision of program assistance through councils which shall carry out area plans and projects in designated areas; and (2) establishment in the Department of Agriculture of a Resource Conservation and Development Policy Advisory Board.
Amends the Federal Agriculture Improvement and Reform Act of 1996 to: (1) extend funding for the conservation of private grazing land program; (2) extend funding for the wildlife habitat incentive program; (3) establish related pilot programs to avoid listing of endangered species and preserve critical habitats; and (4) extend funding for the farmland protection program.
Provides for disaster program and conservation accounting system studies.
