Directs the Secretary of the Air Force to convey to the Ports and Marine Division of the Department of Transportation of the State of Maine for economic development purposes all U.S. rights and interests to the Petroleum Terminal at Mack Point, Searsport, Maine, which served former Loring Air Force Base and Bangor Air National Guard Base, in exchange for a lease to the Air Force of approximately one acre of the real property conveyed constituting the Aerospace Fuels Laboratory.
