National Rural Development Partnership Act of 2001 - Amends the Consolidated Farm and Rural Development Act to establish the National Rural Development Partnership composed of the National Rural Development Coordinating Committee (established by this Act) and State development councils (authorized by this Act). Includes among Partnership purposes: (1) enhancement of State and local rural development capacities; and (2) engagement of Federal, State, local, tribal, and private and nonprofit sectors in such efforts.

Provides for State rural development council matching requirements.

Terminates the Partnership five years after enactment of this Act.
